In English and American law, "rights" and "freedoms" mean "limits on government power." In European and/or socialist systems, "rights" mean "entitlements to government services." (I'm not sure what "freedom" means--I've never actually seen a European court uphold parental freedom since 1957, when the Irish Supreme Court struck down a statute for violating parental rights.)
